Mr. Frank Welffens is a strong strategic communicator and business manager combined with an effective social entrepreneurial drive to translate concepts and ideas into action. Frank is a seasoned professional with more than 15 years of experience in management consulting, increasing operating performance, driving business development initiatives, strategic direction, knowledge management, and developing information management solutions in an evolving digital world.

Frank has held managerial roles at Laisar Management Group, the Henry M. Jackson Foundation, the Center for Disaster and Humanitarian Assistance Medicine (Now Center for Global Health Engagement), and the International Monetary Fund, applying best practices in knowledge creation, developing knowledge products, reducing cost in operations, improving work processes, developing IT systems and designing websites, increasing team performance and internal communications. He has successfully coordinated strategic partnerships and implemented development programs globally.

His country experience includes Benin, Burkina Faso, Democratic Republic of Congo, Costa Rica, Côte d’Ivoire, Ghana, Guatemala, Haiti, Kenya, Mali, Mozambique, Nigeria, Senegal, Singapore, Sudan, Tanzania (Zanzibar), Togo, United Arab Emirates, United States.

Frank has a Master of Sciences degree in Applied Development with concentration in international development from Tulane University.
